Mobile Parking Payment RFP (RFP #OPS-03-2023)

We are excited to announce our Request for Proposal (RFP) for Mobile Parking Payment Services.

The PABC and City seek to expand the metered parking payment options to include Mobile Parking Payment Service providers (MPPs). Furthermore, the PABC and City desire to have between three and five qualified Mobile Parking Payment Services offer their services in the City.  The RFP document provides detailed information regarding our project scope, deliverables, timelines, evaluation criteria, and other pertinent instructions.

SMS Text to Pay Parking Payment Services (RFP #OPS-04-2023)

We are excited to announce our Request for Proposal (RFP) for Mobile Parking Payment Services. 

The PABC and City seek to expand the metered parking payment options to include an SMS Text to Pay Parking Payment Service provider (TPP). Furthermore, the PABC and City desire to have one qualified Text to Pay Payment Service that will offer service in the City. The RFP document provides detailed information regarding our project scope, deliverables, timelines, evaluation criteria, and other pertinent instructions.

Virtual Permit Parking Management System (VPP)

PABC is soliciting competitive proposals from qualified software developers for a Virtual Permit Parking Management System (VPP). A Virtual Permit Parking Management System is defined as a system that uses vehicle license plates as parking credentials. This system should be able to issue and track parking permits. It must also be able to communicate with the Baltimore City Department of Transportation’s (BCDOT) current system to enforce the parking permits. This document outlines the scope of work and all the desired design specifications for a respondent to offer PABC a Citywide Virtual Permit Parking Management System.
